Dr. Kirk A. Nooks assumed the role of President and CEO of the Council on Occupational in May 2023, bringing a wealth of experience and expertise to this esteemed position. He is entrusted with the overall leadership of the accreditation agency consisting of over 500 member institutions in over 40 states.

Dr. Nooks' journey to this national leadership role is marked by a distinguished career that spans both the private and public sectors, accumulating over 25 years of invaluable education and engineering experience. Recently, Nooks served as a college president at two different institutions over a ten-year span. Prior to his dedication to the realm of higher education, he served as an engineering project manager at Warner Robins Air Logistics Center and excelled as an account executive with a health benefits consulting company.

As President & CEO, Nooks is responsible for steering the day-to-day operations while upholding the agency’s mission of “Assuring quality and integrity in career and technical education.” His outstanding success in recent years is underscored by collaborative efforts with various stakeholders, leading to significant achievements:

  • Increasing the regional college-going rate through strategic educational ecosystem partnerships
  • Increasing key student success indicators including enrollment, retention, and graduation
  • Realizing an increase in need-based scholarships and foundation assets
  • Introducing new academic and sports programs
  • Successfully overseeing and completing critical capital improvement projects.

Nooks has served and made significant contributions on national and local boards including The Chair Academy, the American Association of State Colleges and Universities, the Henry County Schools Superintendent Advisory Committee, and the Barnesville-Lamar Chamber of Commerce. His exemplary leadership and dedication have earned him numerous accolades, including a placement on Georgia Trend’s Top 500 Influential Leaders list in 2022 as well as the Council for Advancement and Support of Education’s 2023 Chief Executive Leadership Award.

A prolific author and presenter, Dr. Nooks remains actively engaged in addressing pivotal issues such as college and university leadership, strategic planning, and the workforce education ecosystem.

Dr. Nooks holds a doctorate in higher education administration from George Washington University in Washington, D.C., along with an MBA in marketing and a bachelor of science in industrial management from Mercer University in Macon, Georgia. He is a distinguished graduate of the Thomas Lakin Institute for Mentored Leadership and a member of the inaugural cohort of the American Council on Education’s Spectrum Leadership Institute.

Originating from Brooklyn, New York, Dr. Nooks now calls Atlanta, Georgia home and has a passion for baking in his leisure time.
