Commission Meeting (in-person)

Date: November 13, 2023

Time: 1:00 p.m. – 4:30 p.m.

Timeframe: 1.5 hours within the above-referenced timeframe

Attendees: President/CEO, Commission (including incoming and outgoing), designated staff

Objective: Review the current state of the agency, discuss its mission, vision, and values, and introduce the strategic planning process.

Task:

  • Introduce board members to the strategic planning process
  • Review sample strategic plans
  • Prepare materials on the current mission, vision, and values
  • Activity: Mission, vision, and values

Outcome: Commission members better understand the planning process and the need for a strategic plan.

Affinity Group Sessions

Date: Wednesday, November 15, 2023

Time: 4-5:00 p.m.

Timeframe: 1 hour each

Affinity Groups: Public, Non-Public, Registered Apprenticeship, and Federal Institutions

Objective: Gather input from different institution types to identify specific needs and concerns.

Tasks:

  • Conduct in-person sessions
  • Develop session content tailored to each affinity group based on feedback needed for the strategic plan

Outcome: Gather valuable input from various stakeholders to inform the strategic plan.

Annual Conference Business Meeting President’s Report

Date: Thursday, November 16, 2023

Time: 10:30 a.m. - 11:00 a.m.

Timeframe: 30 minutes

Affinity Groups: Business Meeting Attendees

Objective: Inform the COE membership of the upcoming Strategic Plan and process.

Tasks:

  • Create an online SOAR survey for stakeholders to complete
  • Share the names of the Strategic Planning Steering Committee
  • Share the proposed timeline for the development and completion of the Strategic Plan
  • Share the Three Strategic Imperatives
  • Solicit broad engagement via surveys and townhall meetings

Outcome: Members use a QR Code to participate in the SOAR survey. Members are informed of spring town hall meetings to review and provide feedback on the draft strategic plan.

Council on Occupational Education News

Date: December 1, 2023

Time: 11:00 a.m.

Via: Email, Website, and Social Media

Objective: Inform the COE membership of the upcoming development of the strategic planning process.

Tasks:

SOAR Analysis

Date: December 2023

Objective: Identify Strengths, Opportunities, Aspirations, and Results to inform the strategic plan.

Tasks:

  • Analyze survey results
  • Conduct interviews with key stakeholders

Outcome: A comprehensive understanding of the agency's internal and external factors.

Strategic Planning Leadership Meeting (virtual)

Date: December 14, 2023

Objective: Review documentation and revise the timeline to incorporate pre-work necessary for strategic planning activities.

Tasks:

  • Develop a plan to collect and compile SOAR analysis
  • Review the plan to create a draft mission, vision, and values
  • Discuss the strategic plan structure to incorporate the pillars, strategies (seven Ps), and tactics
  • Discuss other possible components of the strategic plan

Outcome: Lay the foundation for the mission, vision, and values; develop pillars (Seven Ps), and rough plan for the strategies, and objectives of the strategic plan.

Strategic Planning Leadership Team

Date: January 18, 2024

Objective: Complete foundational work in preparation for committee meeting.

Tasks:

  • Collect surveys and send to Chair
  • Compile survey results
  • Review the compiled survey results to ensure all strategic initiatives of interest and value are represented
  • Develop one or more draft strategies for each of the seven Ps within each pillar of quality, integrity, and continuous improvement
  • Develop draft strategic plan structure and content that includes, pillars, strategies (seven Ps), and tactics for committee review

Outcome: Prepared agenda and materials for the full committee

Strategic Planning Committee Meeting (virtual)

Date: February 1, 2024

Objective: Solidify a draft of the mission, vision, and values and use SOAR analysis results to create tactics within strategies and pillars

Tasks:

  • Review the results of the SOAR analysis
  • Review the mission, vision, and values
  • Discuss the strategic plan structure
  • Discuss pillars, strategies, and objectives

Outcome: Draft mission, vision, and values; pillars, strategies, and objectives of the strategic plan.

Strategic Planning Committee Meeting (virtual)

Date: February 8, 2024

Objective: Committee review and feedback on a draft strategic plan

Tasks:

  • Review the structure of the strategic plan
  • Review the mission, vision, and values
  • Review overall content of the strategic plan
  • Discuss implementation timeline, define financial resources, and assign responsibilities.
  • Review the process, expectations, and timeframe for tracking changes and commenting

Outcome: Solicit initial and broad feedback on the strategic plan.

Refining the Strategic Plan

Date: February 2024

Objective: Improve the draft strategic plan.

Tasks:

  • Refine pillars, strategies, measurable objectives, and deliverables.
  • Develop an implementation timeline, define financial resources, and assign responsibilities.

Outcome: A complete and refined draft of the strategic plan.

Commission Meeting (in-person)

Date: March 7-8, 2024

Objective: Review the strategic plan draft

Tasks:

  • Provide copies of the strategic plan draft.
  • Review and provide feedback for improvement of the strategic plan.
  • Establish an annual reporting process to report strategic plan progress.
  • Graphic design of the strategic plan document.

Outcome: Endorsement of the working draft of the strategic plan.

Virtual Town Hall Meetings

Date: April 17 & 18, 2024 2:00pm-3:30pm EST via Teams

Objective: Present the draft plan to all stakeholders for review and feedback.

Tasks:

  • Schedule town hall meetings with member institutions, and reaffirmation team leaders and members.
  • Collect feedback and suggestions for plan refinement.

Outcome: An updated draft plan reflecting the feedback from the Town Halls.

Unveil the DRAFT Final Plan (COE 2024 Spring Conference)

Date: May 1, 2024

Objective: Provide a preview of the strategic plan prior to finalization of the Commission Board.

Tasks:

  • Incorporate feedback received during session.

Outcome: A finalized strategic plan ready for presentation to the Commission.

Finalizing the Plan

Date: June 2024

Objective: Integrate feedback and finalize the strategic plan.

Tasks:

  • Incorporate feedback received during 2024 Spring Conference.
  • Confirm Key Performance Indicators / Metrics

Outcome: A finalized strategic plan ready for implementation.

Commission Meeting (in-person)

Date: June 6-7, 2024

Objective: Present the final strategic plan to the Commission for approval.

Tasks:

  • Provide copies of the strategic plan.
  • Present the final plan to the Commission for approval.
  • Align and approve financial resources (FY25 Budget) for the first year of implementation.

Outcome: An approved plan and a clear path for implementation.

Implementation of the Strategic Plan

Date: July 1, 2024

Objective: Begin executing the strategies outlined in the plan.

Tasks:

  • Publication of the strategic plan.
  • Initiate the projects and initiatives according to the implementation timeline.
  • Continuously monitor progress and adapt as needed.

Outcome: The organization begins working towards its strategic objectives.

Annual Progress Evaluation (Ongoing)

Objective: Continuously monitor progress and evaluate the achievement of objectives.

Tasks:

  • Conduct annual report meetings with Commissioners.
  • Conduct an annual evaluation of the strategic plan to determine if any changes need to be made.
  • Assess the progress toward achieving the strategic objectives.

Outcome: Regular reports on the performance, progress, and adjustments as needed.
